Ashleigh B. Holmes
Ashleigh is a Managing Partner of Holmes Legal Services, focusing her practice on labor and employment, education, and constitutional law. Ashleigh has vast experience representing public and private employers in all facets of employment law, including advising and defending employers with respect to allegations of unlawful discrimination, retaliation, whistleblower claims, wrongful discharge, Family and Medical Leave Act violations, and federal and state wage and hour deficiencies.

Ashleigh has successfully defended employers before the United States District Court for the Northern District of Ohio, multiple Ohio trial and appellate courts, the United States Equal Employment Opportunity Commission, the Ohio Civil Rights Commission, the United States Department of Labor's Wage and Hour Division, the Ohio Department of Commerce's Bureau of Wage and Hour Administration, and the Ohio Department of Job and Family Services' Office of Unemployment Insurance Operations. Ashleigh has also successfully represented public and private employers in labor arbitrations before arbitrators appointed by the American Arbitration Association and the Federal Mediation and Conciliation Service's Office of Arbitration.
Ashleigh has served as lead negotiator on behalf of numerous employers throughout the collective bargaining process and has extensive experience representing public entities in fact-finding and conciliation hearings. In addition to representing school districts in labor and employment matters, Ashleigh has represented school districts throughout Ohio in various administrative hearings, termination hearings, and student discipline matters. Ashleigh has drafted and reviewed several contracts on behalf of school districts, including administrative employment contracts and service agreements.
Ashleigh’s constitutional law experience has been primarily focused on counseling and ensuring that the actions of her public sector clients do not run afoul of the United States or Ohio Constitutions. Ashleigh is well-versed in all areas of constitutional law, including governmental suppression of free speech and assembly, governmental intrusion and deprivation of fundamental liberties, and usurpation of separation of powers.
